My guess is that he suffers from clinical depression and may be bipolar. There are legal ways of getting him committed which, i guess, vary from state to state.

If he gets on the right medication, he may turn into a different person.

Is there a family history of mental illness? Has he had a head injury?

All questions to ask yourself as you navigate this difficult situation.
