I was living in Florida during the Bush-Gore election in 2000 and it has been established that the firm hired to purge the voter rolls *wrongly* deleted lots of African Americans--at the time nearly all Democrats--and that *State Troopers* not local police often patrolled the voting places in minority communities--thus intimidating black male voters especially.

In Ohio, 2004, precincts in African American communities often had fewer voting machines, resulting in longer lines and many people giving up before voting.

So, yes, the vote can be manipulated. That manipulation can be down on the local level, so even if the state has a Republican governor, vote totals can still be manipulated.
